Because they are inexpensive, easy to install in both new and existing homes, require no maintenance and are highly effective.  In our market the serve to lower attic temperatures by around 20 degrees Fahrenheit.  That is impactful when trying to save electricity to create cool air in the summer, and in keeping tops floors cooler.
