Solution
Comfenergy installed 2" thick Thermax foam panels on the basement walls and sealed the rim joists with closed cell spray foam.
Now the homeowner can use the basement all year round!

This Catharpin, VA homeowner never used their basement in the winter because it was too cold.
Notice the walls had thin fiberglass insulation. The fiberglass allowed air to transfer through it and would make the basement very cold in the winter.
Thermax rigid foam boards (2" thick) were installed to stop the air from coming into the basement.
Cold cinder block walls with no insulation made for a cold basement.
New 2" thick Thermax rigid foam boards were installed and the rim joists were sealed and insulated with closed cell spray foam.
Upon inspection we also found a disconnected HVAC duct not allowing the heated air to the living spaces.
